The Petscan described here helped diminish the Scotland-related Wikidata items without any properties down to a manageable size. Taking the category query down to a depth of 4 resulted in a population which, after a bit of work, is also now stable, though full of false positives (not Scotland-related - but needing work anyway).
This country-specific scan query could be adapted to identify empty Wikidata items relating to other countries, for example England, which has over 1,500 empty items.
